I found one dating back to 2006, but I found news items indicating that it has been revised.

Nigeria's big problem seems to have resurfaced, I mean by that that such a document should be public/published and freely available.

I found the 2006 one on a Lagos government website and not a federal website.

One of the sources I found said that the Nigerian Building Code is not a law, but more of "a set of minimum standards on building pre-design, designs, construction and post-construction stages with a view to ensuring quality, safety and proficiency in the building industry." I don't know how true that is.

But if you are a self-builder, it pays to understand that there are global standards on these matters.

One such standard is the International Residential Code.

It would make sense to study that document to ensure that you build in such a way that meets and if you can afford it exceeds the minimum standards set by Nigeria for obvious reasons.

The International Residential Code is a “comprehensive, stand-alone residential code that establishes minimum regulations for one and two-family dwellings and townhouses using prescriptive provisions.” The IRC is founded on broad-based principles that make both new materials and new building designs possible.

The document was last revised in 2021 and will be revised again in 2024.

I am surprised too, I'm on the similar project and it will cost upto 7m after roofing though with German floor and septics.

Please guys, I want to do Parapet (Full Casting) without buying/using woods so as to cut cost. I heard there is an option of using Molly (shaped Metal) for the casting instead of wood. Is this true? Does it actually safe money?

I have experienced this once before, but it occurred only in the kitchen and bathrooms. Guess it's due to the high humidity in those spaces (fungi thrive in warm and humid environments). If you're yet to move into the building, it maybe because the doors and windows are always closed, which will create the right conditions for fungi to grow.

In my case, I simply repainted with a more water resistant paint and it did not occur again until I moved out of that apartment.

Improving ventilation in the home, like installing extraction fans in kitchens and bathrooms for instance and/or air conditioners in other rooms as well, if it's a private residence may also help.

The area has high humidity. Try and open the windows to improve the air quality.
For solution, use undercoat on the pop ceiling.
You may leave it like that since it's water proof or you may apply paint with anti algea/fungi properties.

if there is no leakage don’t panic, it may be from the casting when the mode is dirty just paint it, that’s all you won’t see it again

is this under the deck remove one of the spot light and check if there is moisture.

if its under the decking apparently some air is needed for the pop to dry properly.

the use of bad pop cement can cause this as well... there are many of them out there.. cheap but bad.

High level of Humidity can cause this or during casting process, The oily mixture for removal of pop board can also be the cause, don't Panic! Painting would cover it & you can also have it screeded. ✓
