It's either the car enters into one deep hole or something else is being called car because there's no way the water will be very low to the building close to it and and be able to swallow any car unless that car ram into a deep hole.

Lagos has the best drainage system in Nigeria, however we must acknowledge lagos being the smallest land mass surrounded with water is bound to be flooded from time to time buh the beauty of it all is that, no matter the volume of flood you see on lagos road within hours it will disappear ... that depict a working drainage system.
