First of all, the two bans are not the same. So no need for comparison. Betting shops were not banned in Anambra. Anambra banned casinos, not betting shops.

The casinos were banned because of alleged illegal manipulation to defraud customers.

While is very difficult to win a bet as you play against proffessional bookmakers, who sets the odds in such a way to rip you off and profit the bet companies. Yet in all its difficulties,some people may win and the bet compaines in Nigeria still wont want to pay them. It is disheartening.

I dont like betting but I doubt he banned it because of its effect on youth. More likely the state government does not want the mobilisation of large amounts of money in the hands if betting shop companies.
