That's easy. If you understand how ARM CPUs and generally, how SoCs work, you'll know it's very easy.

ARM Cortex A5 to 34 are all 32-bit CPUs. So phones that use SoCs with those CPUs will automatically be 32-bit phones.

ARM Cortex A53, A55 and even A73 are all 64-bit CPUs but they're weak as they're starting to grow old and cannot handle heavy 64-bit loads. Especially the A53 and A55s.

Thus, companies will use software to downgrade them to 32-bit status so they can cope well with 32-bit loads.

The software running on the phone i.e. the operating system is only 32-bit capable.

Xiaomi has 2 versions of MIUI. The full version with all the features and the lite version without many of the features.

They use the lite MIUI for entry level phones so as not to burden them with heavy processing loads.

The operating system software is the gateway that apps use to enter the SoC for processing. If the gate is 32-bit lane, it does not matter if the SoC is 64-bit capable, only 32-bit tasks or apps will enter the SoC. All 64-bit tasks will be sent back to Jericho.

Imagine a 6 lane bridge that is capable of carrying 6 cars across simultaneously, but it is weak. So then you block three lanes out so that the bridge can operate at half capacity with less loads.

My new LG V50 uses 64 bit architecture.
