Not necessarily. When you get to a certain level of investable funds, your money starts working for you. If you hold 1bn in money market instruments at 10% you end the year with 100m without doing anything. Now extrapolate that across the billions some people have.

Also note that not all money that candidates spend comes from their pocket. A lot comes from interest groups and people who intend to position themselves for favours later on - same all over the world.
