From the clip, nothing shows that it's from the Northern part of the country, neither from their mode of dressing nor from speech.

This is misinformation as the viewing center is at Ladipo market, Mushin Lagos State, Southern part of the country and not Northern part as claimed. Credit to Dem manna.

This one right here is a different viewing center. There are centers like this scattered round the country. I would know because I help set up mine in my locale here in Benin city

Moreover, there's nothing in the pic you uploaded that shows that it's a viewing center. It looks more like an empty stage.
