Appointments between now and when the current governor leaves office cannot meet those rules, which will mean their appointments to PS positions is illegal or doesn't follow due process. He can have them removed from office.

Why will appointing them to PS position be important one week to the end of the administration? They just want to be retired from civil service with P.S. Pension and Severance packages (whether they are fired or they resign - which most of them will do on their own).

The moment Wike became Governor in 2015 some of the permanent Secretaries that were close to Amaechi were edged out. They were demoted to Directors without any portfolio. They went to the National Industry Court and it ruled in their favor. 7+ years down the line, the Rivers state government is yet to obey the ruling of the court by absorbing them back to their position. Virtually all of them have exceeded the 60Years without regaining their position. Fear government. After God na government oh.

There are dates or timeline for everything.
Current administration ends at Time T. Elections for next administration hold T minus X months.
Minus X months is to give enough time for results collation and verification, election tribunal issues, handover preparation by outgoing and incoming governors, etc etc.

Adeleke to Coordinating Directors: Accept Permanent Secretary Appointment and Get Fired on November 28th.

Any Coordinating Director who accept a permanent Secretary appointment from outgoing Governor Adegboyega Oyetola will exit the service from November 28th, Osun State Governor-elect, Senator Adeleke Ademola Nurudeen has warned.

In a statement by his Spokesperson, Mallam Olawale Rasheed, the Governor-elect affirmed that taking such appointments at this last minute indicated the readiness of those directors to exit the state service.

"We want to put on records that those who accept the appointments should be ready to leave the service whether or not their service tenure has reached statutory age. The occupants will be treated as political appointees who will automatically follow the outgoing Governor out of public service from November 28.

"At the same time, those who still want to remain in service of Osun state government should decline the Greek gift from the outgoing Governor. We affirm that no waiver will be entertained in sacking from office any kangaroo permanent secretary", the statement concluded.

The State Government holds the statutory right to hire and fire. A lawsuit can only hold water if they aren’t given their compensation. What happened to NEPA employees when it was privatized? History can prove.

In Rivers state, are your Perm Secs appointed outside your Civil Service?

A Director may not be appointed Perm Sec if there are no vacancy in his local government, in the case of States and if there's no vacancy in his state, in the case of Federal. Another reason could be if the Director has disciplinary actions against him or he failed exam. Aside these, there's nothing stopping a Director from becoming a Perm Sec even if the Governor doesn't like his face.

Shebi they will go and collect their salary and entitlements from Industrial court. The era of rushing to court in the hope of getting justice for civil cases is long gone. As God will have it, Buhari made this happen. Whatever goes around surely comes around!

NEPA employees are not core civil servants. They're staff of a government business enterprise established to generate a particular type of revenue for government. Where they failed to carry out this mandate, anything can happen to them especially its management.
