Why are most FAKE PENALTIES missed or saved? Since i started watching fottball in the late 90's, i have realized most fake penalties are not usually scored.

Firstly he went for the ball but hit Messi’s face (his hand did not touch the ball) while Messi’s head touch the ball and that makes it a Penalty
1) if Messi’s head did not touch the ball then the penalty won’t be given even if he hit Messi’s face
2) if his hand touches the ball then the penalty won’t have been given even if he hit Messi’s face since he is not outside his box

1) Was the ball heading to the goal post?
2) Did the keeper's hand touch Messi's face before or after messi had contact with the ball?
