Normal LEVEL. If you've ever participated in the election exercise, you will know this is true. I worked in just a single local government back then and there were over 100 vehicles hired to take everybody to their different wards with police escorts.

Now calculate it for all the local governments in Nigeria, calculate at least 2 cars per each polling unit in Nigeria

They were using Edo Airways, Camels, Donkey,Ox-Carts, Horse-Carts, Eagles , Vultures, Ostrichs, Cows, and even use, Hippocampus, Crocodiles,Pythons etc on water logged River-rine areas

Or meet car importers/manufacturers and loan cars for three months or as needed

Stop wasting money

Ditto for boats

Or better still, partner with transporters
No where in the reports say they will be purchasing cars..
The MOU is for nurtw (being the largest network of vehicles owners in the country) to provide member cars or buses for that period to convey election materials…
