Introduction

For the Saturday, February 25 presidential election, Yiaga Africa employed the Parallel Vote Tabulation (PVT) methodology and deployed 3,014 observers in pairs to a representative random sample of 1,507 polling units, 822 mobile observers in all 774 local government areas (LGAs), in the 36 states and the FCT. This deployment strategy enabled Yiaga Africa to provide timely and accurate information on the election day process commencing from the set-up, voter accreditation, voting, and counting and to independently assess the official results of the presidential election as announced by the Independent National Electoral Commission (INEC). This statement is based on reports from 1,454 of 1,507 (97%) sampled polling units in Nigeria.

Yiaga Africa commends INEC for producing sensitive materials locally including the early deployment of the materials to the states. Despite this action, the election day process was fraught with widespread logistical challenges resulting in the late arrival of polling officials and late opening of polling units across the country particularly in South East and South-south geopolitical zones. Voting was extended to the late hours in some polling units affected by logistical hiccups. Yiaga Africa commends the voters who waited patiently to vote late into the night and to watch the counting of the ballots in the early hours of the morning.

Due to logistical challenges, some polling units failed to open on election day. Yiaga Africa redeployed observers to 20 of its 1,507 sampled polling units affected by logistical hiccups on Saturday, February 25, 2023. Observers reported that INEC failed to redeploy and conduct elections in 13 (less than 1%) of sampled polling units. These polling units were distributed across Adamawa, Taraba, Jigawa, Katsina, Anambra, Imo, Cross River, and Delta states. INEC’s inability to conduct elections in those polling units denied voters the opportunity to exercise their right to vote.

The creation of additional polling units was a positive and long-needed step by INEC. However, the implementation failed to address overcrowding. As a result, there were polling units with fewer than 10 registered voters and others with over 10,000. Some voters who were migrated to new polling units experienced difficulties locating their respective polling units.

In the course of the election, Yiaga Africa expressed concerns about the delay in uploading polling unit results for the presidential election on the INEC Election Results Viewing Portal (IReV). As of today, only 73% of the polling unit-level results have been uploaded. Undoubtedly, the delay in uploading the polling unit-level results cast doubts on the credibility of the results management process resulting in broken public trust in electoral technology. Yiaga Africa notes that the delayed upload of the results on the IReV is a flagrant disregard of INEC’s Regulations and Guidelines, and it failed to meet citizens' expectations.

Once again, the 2023 Presidential and National Assembly elections were a missed opportunity. Factors like serious logistical and technological shortcomings, non-compliance with electoral guidelines, lack of transparency, and manipulation of election results undermine public confidence in INEC and the overall outcome of the elections. Yiaga Africa notes that the integrity of electoral outcomes are influenced by processes and procedures. Therefore, a compromised process will produce questionable outcomes.

Yiaga Africa condemns the cases of violence and disruption of the voting and results collation process by thugs and hoodlums, especially the violence targeted at National Youth Service Corp (NYSC) members and INEC staff. These cases of violence undermine Nigeria’s electoral reform project.

There are some issues Nigerians should ask Inec to address,what happened to the over 400 billion naira that was given to them to ensure a peaceful,free and fair election since 4 years back? secondly,did they really conduct elections or they just did selection,thirdly,why have they failed to address all the accusations of the massive fraudulent activities that overshadowed the February 25th election,Inec should as a matter of national urgency cancel whatever they conducted on 25th in the name of presidential elections,they should give Nigerians account of what they did with the money given to them to prepare for this election,selecting a man with such a huge criminal tag on him to oversee the affairs of over 200 million people is a call for National disaster and civil unrest.

The first step of reformation is to completely make Inec non partisan
The only way we can do this is to try Private establishment, a firm that can't be compromised or intimated by money.
Give a private firm 40% of Inec budgeted money, they will carry out a fair election.

if there's a fair election, whosoever loses will have no violent outcome, you can't see all the atrocities in this election and keep quiet.

Inec must be totally reformed.

Everything was done to disenfranchise the voters.

First we all saw videos of thugs openly threatening people in front of police and inec officials.

Inec officials arriving at thousands of polling units hours late to frustrate large voter turnout in opposition strongholds.

Thugs attacking voters and polling units in several locations destroying ballot papers when counting was ongoing.

Inec staff refusing to upload results upon completion of counting in thousands of polling units with various excuses like no network no password etc obviously based on instructions they received. So why couldn't these officials send same via email with the various party agents copied if they had issues with the portal ? Almost 24 hours after the election not all the results have been uploaded.

Meanwhile Kenya in our backyard conducted elections where results were updated online realtime and you could see the figures of each party real time as they were being updated and could tell at any time who was leading. Here we are struggling with uploading photographs of result sheets. Obviously there was nothing wrong with the portal. It was just not allowed to work.

We saw a local government chairman in Kogi with policemen all around openly destroying ballot papers without a care in the world since obviously he is above the law.

Inec collation officers beaten up and coerced to manipulate results. In other locations they were paid in dollars to alter results.

Of course plenty of underage voting in the North and a whole Police commissioner saying that he cannot tell who is a child and who has stunted growth so why then were Police deployed to polling units if they cannot arrest any attempt at any form of impunity at the PUs?

So many irregularities. This has to go down as the worst election in Nigerian history.

The truth must be said.

The INEC chairman has set a bad precedence for future elections by openly violation of the law.

He has exposed future INEC chairmen to the risk of threats, harm and even jungle justice.

Because people may now be thinking that its only death that can stop a compromised electoral umpire.
Evil thoughts will start flying round.

It was open violation of laws by policemen and brutality over the years that led to #Endsars.

Likewise, Thinking of what just played out in this election, I think opposition parties should not allow results to be uploaded any longer.

It seems the INEC is bent on disobedience of the laws in this election.



A word is enough for the wise.
Nigeria must move forward.

There is a simple lesson INEC and APC taught Nigerians on the 25th of February.
Fun fact, they had thought we had learnt, but this time to be sure they changed the questions from the usual examples we had gotten familiar with and brought in another exam question to confuse us... and yes we were sparogated and failed to decipher that the Leopard can not change it's skin.

Moral Lesson: Do not trust anyone, more or less the untrustworthy.
