One of the first things Gej pursued after gaining power was stopping the dredging of river Niger, because we'll, it's going to give the north some economic leverage, and his SS elite were against it (Edwin Clark).

Another thing, he overlooked the BH menace to start building so called almajiri schools, an average northerner considers it a very late intervention and whcih will do little to change what was in ground.

Major thing he failed to do, provide avenues for the north to explore it's resources and empowering the people economically, whatever intervention the govt does so long as endemic poverty and lack of economic activities are entrenched, it's paying lip service to the so called reforms.

To a northerner, its a system that worked well before certain factors led to its abuse -mostly economic and to some extent cultural, address those factors (esp economic), the people keep getting enlightened and the system would be transformed.

Right now, the Almajirci system is a insult on the north, right management of it would turn it to a spectacular system where people are made.

So, major thing, economic empowerment of the region, education should also be improved (Western and Islamic) over a long time and converting those almajiri schools into boarding schools like incorporating both Western and Islamic education. (Long term).

Immediate measure: clusters of these schools, taking off the kids off the streets and providing them with education, plus economic empowerment of the region and engaging stakeholders (scholars) to enlighten and disseminate information.

Without economic empowerment, most of these things will always come to naught.

Nigerian politicians still hasn't fully understand the issue of Almajiri in the North. It is extremely difficult to abolish or even handled. Because it is a very old system of education since the dawn of Islam in the Northern Nigerian. It is an established institution for the purpose of gaining Islamic knowledge and discipline to enable a child grow and survive and become invulnerable to the harsh world. Millions of children are into it and several millions passed through it and millions will go through it. You will see Almajiri in every city and every village no matter small or remote in the North. I don't think it something politicians can handle. It is something akin to ideology in the minds of parents who send there children into it Nowadays the system seems to be become bastardized and corrupted version like everything else in Nigeria. If they can clean the system again fine. I think Babangida failed on this. Jonathan failed too for the so called Almajiri schools he established are like any other formal school because Almajiri system doesn't fit any formal or modern system. Almajiri system still strive. I myself did not agree with Almajiri system but this is the fact.

It's an ideology problem which is one of the greatest problems to tackle.
Only the poor northerners can proffer the solutions,the elites can only support them. Unfortunately, the solutions the poor will provide will dig a deep hole in the government's purse. They will want government to fund these almajiri mallams while the parents keep birthing the children. They simply want to shy away from responsibilities of parenting using seeking Islamic knowledge as an excuse. They feign ignorance of the fundamental obligations on parents as enshrined in Islam.

Preaching parenthood in Islam is the single most effective solution to the menace. In Islam It's a grave sin to born and not properly raise. This is what the mallams tend to downplay to the parents since they use the kids to their advantage (begging, political value etc)

There are poor people everywhere and if they need to beg, it'll be the parents doing the begging or at worst, with the kids. Not leaving preschoolers to fend for themselves. I have been moved to tears at the experiences of these kids, whose only sin was being born unlucky.

The middle class is almost non existent in the North. It's either you're rich or poor and education is that most effective bridge between those classes. A good number of the poor people embrace almajiri, the rest who don't, the government schools are grossly non functional. I have been in a state capital in the North where primary schools run shift due to lack of facilities. Like, some batch of children would go in the morning, some in the afternoon. A local said as a kid, the term he was grouped to the afternoon session, he wouldn't go because he would have been exhausted in the afternoon to start going to school. Think of what happens in the rural areas if this is obtainable in the capital.

Functional basic education is arguably the best the government can do to give the poor the opportunity to ascend the social ladder. Most Northern state governments aren't doing enough in this sector and it's from schools that these poor children can be aware of the duties of government and citizens, then demand their rights from the government.
