You don't shoot an object you suspect to to get carrying out nefarious activities over your land. It might contain a physical, chemical or biological weapon. Besides it could crash on someone's head or property.

They will know what it's mission is after they retrieve it from the ocean after following safety protocols.

In my own personal assessment, I doubt its a spy balloon. A balloon is clumsy and not easily navigable to spy at specific targets. A spy satellite would have been much more effective. And China has a fairly advanced space technology.

How can u possibly fight a nation with 5,000 military bases in the world and this bases are nuclear capable. A country with the best Airforce and Navy. Even the US Naval pacific fleet alone on the Pacific Ocean can wage a strong opposition on China sef. And it’s because of this same Pacific Fleet North Korea hasn’t crossed the DMZ to attack South Korea.
