Nobody ( not even the government who extended VC collection ) is required to grant anyone free time to collect their VC. Companies don't do it for their staff: can we also say that they disenfranchise their staff? Everyone has to plan how best to get their VC else "everyone " including civil servants can lay claim to disenfranchisement
