It's true frat is different from street criminal gangs. Frat is governed by rules, codes which comes with consequences when broken. Street gangs on the other hand are just a bunch of angry touts and thieves with no rules of conduct. This is where DNA test comes handy. Samples of semen can be tested and matched with suspects, then WAM!
