Nigerians dont vote party, Nigerians vote people (well except SE dt always voted PDP religiously). And everyone understands what is happening. No one sees APC or PDP as a monolith.

Is this not the same APC CBN governor and APC President policy that PDP's Atiku and LP's Obi wholly support? Remember APC's Saraki also had PDP senate support to become senate president, while others supported Lawan.
