A Frontend developer builds the UI that the UI/UX designer created.
A Frontend developer uses technologies like:
HTML, CSS, JavaScript, a JavaScript framework like React, Angular, Svelte, Astro... etc (dem plenty but React is the top boy)
API integration

A UX engineer, I'm thinking it's kind of what you'll call a UNICORN.
Designs the interface then builds it with those frontend tools (HTML, CSS, JavaScript) in other to make the design functional.

It's kinda a hybrid position where they work in both the design and development team

UX is about the user/customer journey through your system, and how and when you present them with access to information and resource.

The UX designer architects (sometimes in conjunction with a product owner/manager or BA) what the user experience should be, and then instructs his engineering team/technical resource to construct it
