It was chained so the oil rig won't float away. If not, it'll just be floating and not fixed. The chain isn't why it floats.
To better understand this, you should look at canoes, ships etc.

Considering the theory that the depth of the ocean is thousands of feets deep, how does the "rods" get maintained and able to withstand waves?

What causes the stable equilibrium(state of rest), the chain?
