Why is that despite the huge oil revenue to Rivers state, Port harcourt is still largely slums and ghettos, why?

Every States of the nation has ghetto but the most painful are the riverine areas like Ibeno, Bonny, PH, Brass, Warri where the rest of the nation are feeding fat from them.

When I come online and see how they write about Igbo and SS. It baffles me. Even the ikwerres talking about Oil, they have forgotten that Afam has more oil than them...

Despite one of the highest revenue collected states in Nigeria, in terms of oil derivatives, the governor's from that state from 1999 has always embezzled the states fund, and if you noticed almost all governor's from that state are cultist.
