However, I can tell you Hangzhou is a great city because I've been there before. Since universities in China are becoming attractive alternatives to Western ones, I won't be surprised there already exists a decent number of African students at the university in question. What do you mean by "...know his way around"? Do you mean if a student can work work while studying? For first degree students working is literally ruled out. For post graduate and PhD students some colleges allow students to do work relating to their course of study; its different from school to school. Consult with your school's international students department for the latest rules regarding work.

No not working, I meant able to adapt quickly to the new lifestyle without knowing anybody, I don't know anyone in china and I am studying for bachelors, do you think it is advisable for me to go to China without knowing anyone?
