One of the monotheistic gods we have is jehovah properly pronounce yahweh and it’s an israelite god, other theists don’t worship yahweh it like hindu, marduk and islam worshippers and that doesn’t make them an atheist.

That psalm verse is saying anyone that doesn’t believe yahweh exist is a fool, it’s talking to all non yahweh worshippers.

The psalmist can't be talking to people who have never heard about his God because to such ones what they don't know can't exist until they know but the psalmist is talking about people who are living where this God is actively working out so many things yet they're not living in fear of Him.
