If the OP meant "Closest to Midnight Clockwise" then it's 11:55am
If he meant "Closest to Midnight Clockwise or Anticlockwise" then it's 12:03

But then it's says 11:55am. Not PM Fuckyoumod: Here is the trick, Time is always calculated in two ways.
After the hour and To (before the hour)
After 12:00 am - starts counting just a minute after 12:00am. While To or before the hour of 12:00 am - This means that the time isn't 12:00 am yet. Some minutes are still left before it hits 12:00 am.
Now, in this context the question is actually referring to - To (before) 12:00 am, Meaning it's not yet 12:00 am.
The only right answer to the time that is nearest to - (To) 12:00Amis 11: 55 pm.
I know a lot of people would go for 12:03am, Because is just 3 minutes apart. But they are wrong.
This is why it's a tricky question.

Aghaclem67: If it is on 24 hourly counting that is when it becomes 00:03 am and 00:06 am. In this case it is on 12 hourly counting so 12:03 am 12:06 am stands to be correct. Therefore the closest time to midnight is 12:06 am.
In 12 hrs numbering, its still 00:03am. The numbering changes from 1pm which is 13pm in 24hrs numbering. There is nothing like 12: 03am anywhere in the world. We often make that mistake a lot and had since assumed its the correct thing to say. Numbering hours correctly is so important it can send you to jail with simple errors like this. 1 Like |

If you come at 11:55am, you will be waiting for just 12hours 5minutes!
Many people have missed flight bookings and some important TV/Sporting programs simply because of this am/pm misunderstanding. I guess that's why the British came up with the 24hours style clock. 12:03am would simply mean 00:03, 11:55am means 11:55 while midnight means 24:00 (No need to state AM/PM for 24hours style)

Lest you will call 12:35pm noon and 11:35am midnight too. Afterall, they are close to the time. The definition of noon and midnight is standard. I would suggest you check the literal meaning up in the dictionary.
This is why anything after 12:00pm is called .... AFTERNOON (Even 1second beyond noon is termed Afternoon and not Noon). If you're a sailor like me, you would understand meridian calculation and the brain behind am/pm.
Noon and Midnight are standard all over the world to mean 12:00pm and 12:00am respectively.
