He managed some politicians' funds for sure. These bankers dey run tinz oo. I remember the former governor of kwara state who was my uncle's class mate. He was a banker, managed saraki's money for years . He later became the latter's anointed guber candidate so he'd continue to protect his wealth.

It was not All State Trust Bank that merged with UBA, but Standard Trust Bank (STB) in 2005/2006. And STB was not so innovative as to allow it to run UBA's retail banking system. UBA already had a robust retail and corporate banking systems before the merger, which therefore made it one of the best Bank in Nigeria before STB incursion.

The truth is STB under Elumelu, while the former UBA Management were sleeping, aggressively pursued a backdoor massive stock purchase of UBA shares, and therefore dislodged the old management, having the larger shareholding. To gain this top shareholder status, Elumelu also received proxy ownership of Obasanjo's shares in UBA, which Obasanjo cunningly collected from Bello, the former UBA MD, because of Bello's international money laundering issues.
