Obasanjo only chaired the ECOWAS as a military Head of State. He never had the opportunity as a civilian president.

Go check the list of ECOWAS chairmen since 1975 when it was formed. The contest is always between francophone and anglophone countries. It is not by "Turn." It is by lobby.
