Russia itself reportedly used Cluster Bombs in Ukraine last year.

There's no proof of it. The videos shown as proof where not cluster bombs but thermal bombs and incendiary ammunitions. They are not the same at all

Russia has got a lot of stock piles of it. Giving it to Ukraine to use will only make the war more difficult for Ukraine because Russia too will start using it without any caution.
