The transferring of funds to vulnerable people would be handled by states. The real problem is the register list(beneficiaries )of the states. The past government distribution on anything relating to fund to the masses was sham.

It's better for FG to delay the funds than send it to states with fake beneficiaries. The money must go those who truly deserved it not ending up in some few people's pocket
