Paul accepted God's commandments from his viewpoint he was acting on what the law says:

The disciples of Christ were accommodating and eating with UNCIRCUMCISED gentiles this is totally unacceptable according to God's law that's why Jesus Christ himself have to appear to Paul so that the man could understand that the New Covenant has come and it has nothing to do with circumcision of the skin.

What do you mean by encounter in this case? If you are referring to the kind that Saul of Tarsus had over 1900 years ago, them I am afraid that it is not an encounter that you had but a hallucination instead. What happened to Saul back over 1900 years ago happened to many of the young men in the land of Judah at that time and for the reason that God said it would through the prophets which is to mark the last days of the Nation of Israel(and Judah) — the sealing of the prophets and visions which took place over 1900 years ago.

What Jesus meant here is not PHYSICAL but grasping his presence and activities.
For instance when Jesus said:

"And look! I am with you all the days until the conclusion of the system of things" Matthew 28:20b

It's not that we will see him physically working with us but we can perceive his presence when everything he said about his activities is happening in our midst just as he said then we are sure that it's not by our wisdom that we are doing God's will but someone is with us! Matthew 18:20

Paul has a solid background for discipleship!

He enrolled in the pharisaical training school under a reputable Pharisee named "Gamaliel" {Act 22:3} Gamaliel was the Pharisees who stand out among the 71 members of the Jewish high court to speak in favour of the first century Jewish disciples of Christ! Act 5:33-40

So Paul had the heart to do God's will he was only a lost sheep in the midst of unbelieving Jews {Matthew 10:6} that's why it was easy for him to humbly accept joining Jesus' disciples as a new convert and trashed all his glory in the rabbinical Jewish system. Act 9:26
He began following the teaching of the apostles as one of the new converts, his own disciples who has been with him knew that he is a good man so they helped him escape from the hands of the Jews that wanted to kill him for joining the disciples of Christ! Act 9:23-25

Finally Barnabas took him to the apostles and what do you think he went there to do?

If anyone is truly GOOD today such a person should feel concerned about the group that's well organized as God's people having love among them {John 13:34-35} throughout the world {Isaiah 2:4} in a system where politics and racism makes people to kill people! Revelations 6:3-4

Guy for what purpose will Jesus appear to any human after saying:

"By this all will know that you're my disciples if you have love among yourselves" John 13:35

Paul only need to know the group that's on the side of God that's why Jesus appeared to him and directed him to go and join them.

Today the sign Jesus talked about is obvious in the gathering of his group so there's no reason why Jesus should appear again now!
