The President wants Wike where he always will be seeing him. He knows Wike needs that influence and want him where he can know his ins-and-outs.

The FCT Minister is like the 'Governor' but only carry out activities as been delegated to. He still has that influence though, because virtually all politicians have Abuja as their next home but he is within a confined space.
