Buhari refused to kill his brothers even when they deserved to die the most brutal death.

Have you heard of the FARC? Have you heard of Colombia?

Some do repent and don't go back. You need to take into consideration that if it is death they'll face if they surrender, they will fight to the death which will simply means more casualties to the soldiers.

Things like advanced lie detector tests and also use questionaires can test whether they are truly repentant or not.
