What's the average cost of the building?

Due to unstable prices of building materials as a result of a volatile economy there is no cost projection, however we re using material schedule prepared by the QS for ordering materials

I understand your question.Its adviceable to refer to a structural drawings.

This foundation( depth & reinforcement detail) was designed for a 2 storeys so it shouldn't exceed that.

Raft foundations can take up to 3 floors depending on the soil type,in some cases it cant at which a pile foundation or combination of both is recommended
