It's not Google.
It's one of the organisations they gave the contract to.
A combination of India and Nigeria. (The company called RWS)

People are getting paid for the survey, you just have to be patient that's all. Once you partake in the survey, you will surely get paid...

I did the study with RWS and was paid, and at least 10 people I referred and followed up were paid. It is a large project and you should be patient. This post of yours cannot help you get your money.
Just work with the admin.
