it is the wealthy that weaponize petitions - threat to life etal.

It probably has more effect in better civilized societies than ours not here that plenty cases are swept under the carpet every day. In a few weeks time most would probably move on and those that had a good hand in pushing this guy to his short journey would probably still be walking freely and doing what they used to do previously.

I'm assuming that when the police say they will investigate the circumstance of his death, then definitely they will arrest as many people as possible starting from the guy that made a video in the car crying over Mohbad's dead body.

Some of those guys will sleep in police cell for the coming weeks, they just don't know it yet.

This is not true. The police may have said this, but that is not the true position of the law.

It is not written anywhere that there must be a complainant reporting a crime before the police investigate. The police has powers to investigate and make arrests on behalf of the the state if they suspect a crime has been committed.
