Do you know what it means to have overall responsibility? The buck stops at the president because in 50yrs to come, all the success and failure of a regime is attributed to the head of that regime which is the president.

Look at it this way, if Emefiele goes to meet Bubu and say I want to redesign the naira and Bubu says no, thats the end of the discussion. Conversely, if Bubu goes to meet Emefiele that he wants the naira redesigned, Emefiele cannot say no. Can you see who is the decision maker here?
