DSS is to deal with any act that threatens national security just like FBI. It is an internal spy body. While, National Intelligence Agency (NIA) is to deal with external act that could threaten national security just like CIA (USA), Mossad (Israel) or ISI (Pakistan). NIA is an external spy body. This should be the work of police. They may come in When the criminal act involves stealing money and using it to fund terrorism or sponsoring the overthrow of govt. etc.
