Dear Experts in the house, please what are those practical measures you think Government can apply and salvage Naira from further deteriorating?

Become a producing country rather than a consuming one and the good news is we are already a producing country but Nigerian politicians are full of nepotism and very tribalistic.
The Easterners are into manufacturing and production of goods and the Northerners are mainly into agriculture. For example The Easterners also produce rice. A very sweet one at that, known as the abakaliki rice but its not common in the Nigerian Market, also they produce cement; ibeto cement and la farge cement just to mention a few but they only sell in the east. Nobody wants to give them licence to operate in other parts of the country, we have only dangote and Bua cement causing a monopoly in that sector, if licences are given to these cement producers then cement prices will crash and there will be healthy competition in that sector.. Innoson motors is not patronised by anyone outside the east.
Then we have only one major sea port which is in the west..the onitsha seaport is almost a forgotten story since Jonathan left office...
Now the westerners are into agriculture too but only Lagos and ogun state are really functioning in the west and not for farming but for housing the headquarters of major companies in Nigeria but all hope is not lost..lagos is the tech hub of Nigeria and full of intellectuals and man power in the labour market...let's produce an enabling environment and a level playing field for everyone.
Now we have oil. No refinery is working. Dangote refinery is great though not functioning at the moment. We can also add to that one by repairing our other refineries.... then give the local man roads. light and security

P.s I'm not an igbo man I'm from bayelsa and we need a refinery or two in the south.
