I disagree with you Honorable Minister.
1. CSU is the issuing body regardless of who printed the certificate.
2. NIS is the issuing body for our international Passport even though they don't print it in-house But NIS is still the organization that can confirm or deny it.
3. By saying only a 3rd party can authenticate you're effectively giving life to their narrative that the certificate was forged.
4 like you said it is their job to prove, not yours to give them evidence. So why are you explaining 3rd party vendor that isn't even written in that document?
5. CSU said they don't have the AUTHORITY to Authenticate or deny the INEC diploma because it is not in their possession.
6. My understanding from that is that assuming I photocopy a 1000 naira note and ask CBN to use that copy to determine if the money I photocopied was Authentic or not.
7. I believe the CBN will give a similar response to what CSU just said by saying the document is not in their possession.
