It's not crap.
Some governors use this as an opportunity.

At the end of their tenure, they put them in a car, drive around the state to commission projects. (You go read the governor speech too) Projects the governor doesn't have time for.
After that them put small thing for your pocket, you go house go rest.

But since this governor's tenure is just starting I believe there's no need for this.
