this is a very hilarious post,it shows that the current government don't have any plan before they removed fuel subsidy and floated the naira,if negotiating and making deals with looters is the plan they have to stabilize the Nigerian economy, then I am afraid of our future.
Moreover blaming the igbos for the currents problems shows the type of person you are,that cannot take responsibility of his failures, is it not the Yoruba people that are now in charge of nigeria,whatever maybe the case all of us will feel the impact of a visionless government, whether you are Yoruba,Igbo hausa,ijaw,tiv ,Jew or gentile.

Make the country work and reduce demand for forex.
Nobody will tell when dollar will regulate itself.
Make the tertiary institutions work well, let hospitals be well equipped and funded, and increase local production.
With that, people will school here, medical tourism will be reduced, and reliance on imported goods will also minimise.
If demand for dollars is still on increase, no government can regulate it, with all foreign currency majorly in aboki hand in the black market.

In strategy, there is short-term, mid-term and long term

Most of the things you listed here are mid to long term. All the thing listed in the post are good short-term plans, if people have the confidence that their funds can be taken out easily, they will inject all the funds they are hoarding, also diasporans will be willing to bring their savings into Nigerian banks (dom account) and if thre are USD-Based investment instrumnts that are easily tradeable, diasporans can buy.....the more dollar we have in the system th better for the Naira, as scarcity is the main thing driving this surge....scarcity due to unwillingness to leave the funds here and direct hoarding buy bigtime speculators and careful mid-income earners
