No, it can't. And it's because Nigeria doesn't have an emergency passport. Nigeria has an emergency travel certificate, but not an emergency passport. Also, the emergency travel certificate is issued only for returning back to Nigeria (for cases such as lost passport, abduction, trafficking, etc). It is customary for Western countries to have multiple categories of passports, and a citizen can have more than one category. For example, if you travel a lot for business, you can have a business passport and an ordinary passport. Or even two valid ordinary passports in case you are traveling to conflicting countries. For example, Iran, Syria, and some countries in the Arab League will not let you inside their country if you have visited Israel before. So having two passports helps since you show the other passport that doesn't have Israeli stamps on entry to Iran for example. These systems are easier to implement when a country knows its citizens and has a comprehensive security system in place. Nigeria doesn't know its citizens, and our nationality law is worthless. Any idiot who is black can enter NIS and get a passport. Just pay, and viola, you are a Nigerian. So if your country doesn't even know you, how on earth will they have such in place? Typing:Damn right. Got my passport the next day I did it in Jigawa. Woulda gotten it that same day sef, but started the process late, around to 4pm. My passport was sitting fresh on their table the next morning. Demand and supply rules everything in the south here. My passy don expire since 2020 but yet to refresh it cos I dey Lagos. Waiting for when next I'll be in the North to renew it cos I know sey dem go first almost kille before dem give me another one for here |

Nigeria have something similar to this. You can only use it to renew your visa in the country you are before you fly back to Nigeria to collect the real one. The only issue is that, you cannot use it to travel to another country. |

Media houses print newspaper daily. Banks open new account and give ATM cards in minutes. NIN, BVN, INEC PVC were all processed under 24 hours. Can you compare the number of people applying for passport to any of the examples I gave? People wey get or applied or about to apply for Nigerian passport are far lesser than those that applied for NIN, BVN and INEC PVC when they were mandated newly or those that write WAEC, NECO, GCE examinations yearly. So, your excuse is invalid. The problem with those people is corruption coupled with incom petency. They can produce a passport under 24 hours, at most 2 days, if they are transparent and serious with their jobs/works. |

Normally, if they are transparent with their job, the processing time from the moment the applicant did his/her capturing should be less than 24 hours or at most 2 days. If all agency or service providers in Nigeria start giving such excuse that oto ndo(the guy you quoted) gave, I bet none will be functioning. |
