When you started i thought you were a senior lawer, but no because it's obvious that you are what we call (armchair) as there was no section of the law/construction quoted on your submission.

Now, NLC as a registered organization with different department in the organization has different responsibilities, hence, what ever responsibility carried out is done as a representative of NLC except it says otherwise. Henc, you can't single handedly figure out one person.

NLC even has evidence to show from what we are seeing from the internet (video and pictures concerning brutality).
