Government cannot control the value of currency, it can only control policy that will make goods and services easier on the masses.

E.g build good roads and rail so that farmers can tranport their farm produce to factories where they turn it gala that you sell.

It cannot decide the price of goods or the value of currency. Economic activities are responsible for those, not government. Once government does it's part by creating enabling environment for economic activities to thrive, the rest is left to the citizens.
