Nothing justifies police shooting a civilian unless he's a threat to the police man or the society....
So make we know the full story first...
In the mean time... The government need to regulate how police use live ammunitions on civilians....
They should look for other ways to immobilize civilians who pose a threat and only use live ammunitions when dealing with dare devil criminals like armed robbers, kidnappers or terrorists...

While action of the police is reprehensible here, I suppose the first thing that should be done in this sort of situation is to get the victim of the gunshot to the hospital for immediate medical attention.......I hope he's okay eventually and time lost will not count against his recovery
