Good road network, clean environment, excellent health care institutions, public water systems etc has nothing to do with economic data. Economic prosperity only allows you to provide those amenities, unfortunately economic prosperity often ends in the pockets of thieves.

really!! Lagos is behind accra in terms of development. You can hardly see trucks falling in accra or traffic light not working. Buses in accra dont stop anyhow on the road, there is a water board,almost area in accra got an access to water and most importantly power supply.
