What he is saying is that in a civil case, it doesn't necessarily involve police. The accused is not called a suspect, but 'the respondent', while the plaintiff is called 'conplainant' He will not stand in the accused box before the judge. In fact, he may not attend the court proceedings. He may be represented in the court by his legal counsel. There's nothing like arrest and bail.
