Don't ask some Nigerians to elevate themselves from the dark ages, they are incapable of that. They see everything through the lense of tribe.

Give south Africa 10 seeds, come back in ten years, they will have 1000 seeds.
Give Nigeria ten seeds, come back in 20 years, they will have 0 seeds.

South Africa will grow the seeds and make some more seeds and share the dividends and grow some more seeds and so on, while Nigerians will be too busy trying to have a tribesman in power in order for their respective tribes to eat some of the seeds, no Nigerian would even think about growing the seeds.
