First of all, like you said USA is NATO, meaning the rest are just parasites.

Ukraine had no control over those nukes, so, there is no way Ukraine military could keep or manage them, because Ukraine military did not build.

The control centre and everything was set up in Moscow, it was just like those nukes located in Turkey.
Imagine turkey military taking over USA nukes, how will they operate it.

Military equipments and weapons can only be managed by the manufacturers. If you want to have a good military then you have to produce it yourself

If anything, Russia' federation was too generous to former Soviet republics especially Ukraine. Russian federation let them keep inventories which made them big military powers. Also, all former Soviet republics had to give Soviet nukes to Russian federation, it wasn't just Ukraine.
