Only the goal scorer does that, they always pay respect to the person that feeds them.
You can check even in the premiership, people don't celebrate anyhow except the goal is really exceptional.

But ALL you hear is the scorer’s name - in headlines and everywhere. “Lookman brings Nigeria into the semifinals!” No mention of the person who did all the work and perfecty fed him the ball, so that even a child can score it
