Some guys are so disgusting when it comes to urinating in public...I mean,it's so demeaning and shameful when you see a man urinating in public without a single care in this world who is passing by!
These dirty jacks will just bring out their pipes in full glare of everyone in the name of pissing!

Happens a lot in Lagos and I even saw one today..these guys doing such things should be arrested...but excessiveness by the authorities needs be checked though

If you think state police will be panacea to the current state of insecurity in Nigeria, you should have a rethink. Instead of state police being the solution, it will rather worsen it, there will be abuses by state police officers, citizens will be harrased, more rights abuses, collision with criminals and proliferation of weapons. Imagine state police operatives being owed salaries and turning rogues. The lasting solution to insecurity is good governance

State policing is not the issue. All you have said is also happening now with just federal police. Personnel's needs to be properly trained, educated and enlightened, though I understand that employment promises will engage political thugs as well. But there will always be a way around it.
