The location of site (state, area) determines the price of this things; especially truck balance. The price in Portharcourt might be far different from Lagos.
In Portharcourt for instance, complete 15 tons is 360,000; excluding tipper balance, and if you're buying by yourself from quarry company.
Also Sharp Sand is not sold on tonnage basis. Per bucket, per boat, tipper level etc.

Expect to pay a certain amount more - but no the current rate. however expect to pay more.

Let me explain - If his shop can accommodate 1000 bags of cement only, your 30 bags is depriving him from re-stocking 30 bags because its taken up space. In a normal situation he wont mind, but with the present situation its a lose for him too.

The other argument is, but he has used your money for business too, YES - that's why you wont pay whatever the present price is but you'll pay an extra on the amount.

My Opinion thou - remember business has rules including IF YOU CAN'T DELIVER, RETURN THE BUYER'S MONIES.

The worst that wld happen if you take it too hard on him is a police case and the police wld only ask him to refund 100% of the money you gave him.... (see why shouting shd not be an option?)

1. Poor grid system.
2. Poor light admittance to the lobby. The secondary windows on the foyer and store walls will most likely not be functional.
3. Introduce more windows to the lounge.
4. Toilet orientation not too good.

I am not too comfortable with the design, looks too busy and stuffy for a 4bed bungalow. Thank you.

There's need for your master bedroom to be cross ventilated
To many exit/entry doors into the building ( security concerns).
I am also considering the cost of construction, this plan will cost more to build than an average 4 bedrooms bungalow

All the advert for cheap plots of land in estates by realtors , are those genuine? What are the disadvantages and advantages?
