In case it's not clear, you did NOT do anything wrong. Circumstances beyond your control caused the delay. It's not like the money is available and you failed to give him.

I mean you should have told him "IF YOU HAVE THIS AND THAT, THEN I MAY GIVE YOU HALF"

Promise or not, your brother is very immature and that simply act of him will lead him to no good. Doesn't he know the situation of the country and how it's difficult to make ends meet?
