Buhari didn't borrow smartly. That's why he's a colossal failure. Buhari didn't run Nigeria like a business man who was after making profits from every project financed through borrowing.

A business-oriented man would rather borrow #3 billion to connect Port Harcourt-Enugu-Markudi-Abuja (which was reputed as one of the most lucrative railways in the country) than borrow $3 billion to connect Kano to a broke Niger Republic.
